Patrick Bowdoin, 37, turned himself into New Canaan Police on Monday after a warrant was issued for his arrest, police said.
The investigation found that Bowdoin was involved in multiple acts of voyeurism in which he would use his cellphone to take photos and videos under the skirts of the women without their knowledge or consent, police said.
The 12 incidents discovered took place in New Canaan, Norwalk, and Stamford, police said.
Bowdoin was processed on 12 counts of voyeurism with malice and released on $25,000 bond. He is scheduled to appear in court on March 26.
